Create Accounting - Cost Management Performance Issue on XLA tables

For Performance issue with Create Accounting Program, please review Note 1463805.1

 To implement the solution, please execute the following steps:

1. Download and review the readme and pre-requisites for Patch 14013094 for Release Oracle 11.2.0.3.0
2. Ensure that you have taken a backup of your system before applying the recommended patch.
3. Apply the patch in a test environment.
4. Retest the issue.
5. Migrate the solution as appropriate to other environments.

Then check performance.
