 Merge patch 12964564 and 8919491(ATG_PF.B.Delta.3) got stuck.Apps 12.1.1

- Applying ATG merged patch
- Seems to be stuck, 3. appears caused by locks by HR API
- Had them stop with adctrl, bounce db and restarted the patch.
-  There were ORA-03114: not connected to ORACLE many a time per adworker log.
-  Ct was terminating the workers during the storm of library locks .. after restarting the db that was gone...

- restarted worker 18..then it went fine..

Nothing much in alert log file for Jun 11th when patch was applied,
