EAM PM Scheduling Templates without using Meter Templates

Is it feasible to implement PM Scheduling Templates (by Asset Group) to generate PM Schedules (by Asset) but without using Meter Templates (by Asset Group) since the business likes to implement user-defined meters (by Asset)?
