cannot chang master items

12.1.3.

Change master item , error appear: APP-INV-43231: Input tax classification code in Master organization and child organization belong to 2 different operation units

 Input tax classification code is null , same value entered in Output tax classification code for all organizations. And this tax_code configure in some OUs and not all OUs.

Output tax classification code control  at Org level.

The output tax classification code entered are available for some OUs. The master organization across multiple OUs.
