Local Time Zone - Express Issue

We have a site in Asia Pacific, 16-17hrs ahead of our database base system timezone. This means that for periods of times each day, this site is 1 day ahead of our office in North America. Because it is ahead, our users are unable to  process and ship Express Issues. Is any one aware of system configurations that would allow Express Issues to ship, based on local time zones rather than the database system timezone.
