Item Revision not updating via Open Interface

When we setup one of our new organizations, we did not use the correct revision number in the parameters.  Therefore, all of our items have a revision number we do not want.  I am trying to update them all at once via the mtl_system_items_interface.  I am updating the revision number (and setting the process_flag to 1, setting the transaction_type to 'Update'), running the Import Items request.  It is completing successfully, but the revision number is not being updated.  What is going wrong?
