Is Patch 13929653 included in the HRMS RUP7 Patch?

Can someone tell me if patch 13929653 is included in HRMS RUP7 patch?  This patch 13929653 is called US HR 2012 Annual Statutory Patch for 11i.  The name is confusing.  Normally we get quarterly statutory patches or patches that may be part of a year end patch.  I am not sure if we want or need to apply this.

Any guidance is appreciated.
