Error encountered when connect the DB through SQLPLUS and Enterprise Manager (ORA-01034 & ORA-27101)

Oracle Version: Oracle9i Release 9.2.0.6.0 - Production
OS: Windows 2000 Server

Problems:
Error encountered when connect the DB through SQLPLUS and Enterprise Manager

ERROR:
ORA-01034: ORACLE not available
ORA-27101: shared memory realm does not exist
- when login to Oracle Enterprise Manager Console, and then click on "Schema", it poped-up "ORACLE not available"
- when click on "Instace" -> "Configuration" -> "Gerneral", the status of "Database and Instance Information" showed "ORACLE not available"
- when click on "Instace" -> "Configuration" -> "Memory" / "Recovery" / "Resource Monitors", it also showed "ORACLE not available"
