can we restrict buyer that they can only make the po, requisition of specific item those assigned to

 hi firends how are u all ,,from few one question in my mind .. can we fix speficific item to each buyer that they can only make the requisition , po of these item not other than these ???? .... 

let c i have a buyer name mick and i have assigned him two items that he is the whole solly liable person to make the requisiton of these two items not other than ........ so this thing can be possible in application ????
