Upgrading applications to R12.1.3 : patch download
We are in process of upgrading our applications to R12.1.3. There are many pre-install and post install patches to be downloaed. Would like to know if there are any options to download all the patches together?

e.g.
The note:1448102.1 suggests list of pre-install patches. Can we download all or bunch of them together?

I see the plan and template options. But I am not able to create template. Are there any special privileges required to use that feature? And is it always required to be linked to a target?
