32-bit 12.1.0.3 to 64-bit 12.1.0.3

While following document id 471566.1 to upgrade
RHEL 4.8, Oracle 10.2.0.4, R12.1.0.3, 32-bit ==>  RHEL 5.8, Oracle 10.2.0.4, R12.1.0.3, 64-bit
After the database is complete, I am not able to run the clone process to convert SID
I keep getting error about missing utility in the path;however, I am positive that the utility is there in PATH.

1) Should I try to reinstall 64bit Oracle Binaries and also Application 64 bt binaries with Rapid Wiz?

2.) I believe the system admin confirmed the required packages were present, but what is a good source vericification to for missing OS packages/utilities?
