Why Alert event in GL PERIOD STATUSES working only for a certain user?

Created an event alert created for changing the GL Period status to close. When test by the developer it work on her account but when the functional tester do this it error.  They use the same responsibility.  Is there a permission issue in the event alert or table permission? I doubt it if it's on the table permission since application use only the apps users.
