Unable to modify Delivery_Lead_Time using MSC_ATP_CUSTOM.Custom_Post_ATP_API

in Value Chain Planning - EBS (MOSC) Question
I am trying to update the delivery_lead_time using the delivered API MSC_ATP_CUSTOM.Custom_Post_ATP_API. The documentation (Oracle GOP Implementation 7 User Guide - Part# E13378-07) on page B42 states that " Delivery_Lead_Time: Delivery lead time between shipping and receiving organization. If not provided, then ATP calculates it based on ship method provided to ATP or else default ship method setup between ship-from Org and ship-to site. Customer_Site_ID must be provided for ATP to make this calculation".

Based on this, I updated MSC_ATP_CUSTOM.Custom_Post_ATP_API. I enabled the trace and atp_session_log. When viewed the atp_session_log, I see the delivery_lead_time being set by the above process. But the system, when calculating ATP, is ignoring this modified values.
