Launching Java Forms in GL

We are running Oracle General Ledger Release 12 and when a user tries to launch a java form from the main web menu it freezes (or appears to anyway) and then session timeouts. Work around:  I don't remember where we got the work around but was told hit the control key at the sametime you select the link and that works. 

 a) Can you tell me what this is a symptom of?

 b) What's a permanent\proper solution for this?
