Workflow notification based on Pre Value

Hi,
I have a requirement like when the next call  field is changed or updated an email has to be triggred to the Activity owner.

Workflow condition
Record Type : Activity
Trigger Event  : When modified record saved 

Workflow Condition  : PRE('<NextCall>')<>[<NextCall>] 

However the email is not triggered for any update in the description field.

Any help appreciated
