Cannot set a ship-to-address at line level in an iSourcing Auction on 12.1.3 - why?

Hi all

I have been able to set a line level ship-to-address for an auction line in my UAT environment, but cannot set such in my PROD environment.  I have no Ship-to-Address at the header level in either case.

Any thoughts on why I cannot set it at the line level?
