11gr2 RAC listener issue

Hi Experts,I've 2-node rac.  I executed  ' crsctl stat res -t'  to check  listener and database status

.

Listener target in node1 is online , however state is offline.  Can I know possible causes. 

Though listener is down in node 1. Application is still able to connect., because scan listener is doing its job

Can I execute following cmds to restart  listener in dbnode1
srvctl stop listener -n dbnode1
srvctl start listener -n dbnode1
