Patch 13391839:R12.ASO.B 12.1.3 did not update database objects:

Need assistance with application of patch 13391839:R12.ASO.B.

After patch application, we see that the file system was updated successfully with the code levels included in the patch
Example: 
patch/115/odf/asocore.odf 120.35.12010000.16
patch/115/sql/asovutlb.pls 120.20.12010000.9

However, the updates were not made to the database
Example:
ASO_UTILITY_PVT                asovutlb.pls              120.20.12010000.5              BODY VALID

   2 columns that were added to aso_quote_headers_all from asocore.odf 120.35.12010000.16
were not added (  PRODUCT_FISC_CLASSIFICATION, TRX_BUSINESS_CATEGORY)

Please assist with ensuring the patch driver is succes
