Error APP-PAY-51517 received when trying to enter a new salary

Hi,

I have an employee that is changing employment status from Temp to Permanent and as part of this has also received a pay increase.  When their new salary is entered on the Salary Administration screen Oracle throws error and the change cannot be saved:

The Payroll and Salary Basis have been checked and they are both valid.  Has anybody come across this before and more importantly know how to resolve it?  Other employees don't appear to be affected only this one.
