R12 Rapidwiz Postinstall Steps Login page, Virtual directory, Help Page Fails

Hi,
Upgrading from R11i to 12.1.1
run rapidwiz under startCD
select configure upgrade Release 12.1.1

After install, post install checks faiiled on virtual directory, hekp page and login page

Found several notes on this
Note 889031.1 Upgraded Release 12.1 Instance is failing for logon - RW-50016: Error: - {0} was not created
