11g grid console monitoring 9i database

Status for 9i databases is "metric collection error" in 11g grid console. I tried to configure 9i database target twice. The status seems to appear OK for sometime then changes to "metric collection" error.

Configure Database Instance: Install Packages
To enable the following metrics, Oracle Statspack and some additional Oracle Enterprise Manager tables, object types, and packages must be installed in this database. If these objects are not available and configured in the database, these metrics will be disabled.

Metric Name    Metric Description
SQL Response Time    Database response time as tracked using representative SQL Statements
Bad SQL    24-hour Bad SQL assessments based on Statspack collection.
