Return , Repair n Ship

Hi ,
We are receiving Returned Goods from Customer , then the Goods are repaired and then Shipped back to customer.
Without Invoice.

In OM i make a return order without Credit Memo , and receive it for repair then again i have to ship it back to customer.
Do i have to make a new order and ship the Order without Order.
