tcp.valid_node_checking.............

 Hi,
I have server where I've implemented tcp.valid_node_checking=yes.

with server reboot the database is coming up without any issue but listener is not starting if any one of the invited node(in sqlnet.ora)
 is not available. is there any work around so that listener will startup even any server is not reachable ?

this is not logical to me that a server process will start depending on clients availability.
