11g OEM grid is not able to connect database

We have a 11g OEM grid and we want to monitor 10g database on aix 6.1.
we can ping the server but not the databse from outside due to some security reasons.
 OEM agent is running and we can monitor host through grid but when we try to configure database we are getting error
  Error
 
  Failed to connect to the database: The Network Adapter could not establish the connection The Connect Descriptor was (description=(address=(host=abc)(protocol=tcp)(port=1521))(connect_data=(service_name=abc)(instance_name=abc)(UR=A)))
