OTL: Timecard Audit Trail Report

We have auditors on site once a year, and they want to audit our Timecard approval. The information provided in "OTL: Timecard Audit Traiil Report" contains information they needed. However, they are not our employees and their EBS account isn't associated with HR record. The report come in blank for the auditor. Is it possible to enable them to run the report without HR setup? Or, does anyone has a query that we can build a Discoverer report on for them to retrieve the information that way? Does anyone has to provide this type of reoprt access to outside auditors?
