Strange inv org setup

I'm wondering if anyone can explain the logic of the organizational setup below.  I'm befuddled.

Three OUs
OU1
OU2
OU3

One Master Inv Org and three Sub Inv Orgs
M1 - assigned to OU1
Sub Inv Org 1 – not assigned
Sub Inv Org 2 – assigned to OU2
Sub Inv Org 3 – assigned to OU3

There is a sub inventory org not assigned to any OU?
