Project to Billing Question

Hi,

     We are building a custom interface from OM to Projects. We are using configurator and the prices from included lines will be rolled up to the parent line. All the lines (including parent line and included lines) from an OM order will be sent to projects.  Will project be able to bill for the lines that have a zero dollar value?
