OTL: Stop Employees from entering time cards for processed pay periods

Hi,

     Currently, employees can create new  time cards for the periods for which payroll is already processed.

Customer doesnot want this to happen and please suggest if there is any standard way of doing this like setting preference  or

should I create a time entry rule .

Also suggest me why oracle doesnot provide this as a standard functionality.
