Use of CSI_END_USER to restrict IB access to a particular organization

I am trying to use IB roles to make is so that the end user can only see the IB instances for which they have a relationship. 

I have made an attempt to do this using the CSI_END_USER role.  The result is the following error:

Error:The user is currently not associated with any accounts. Please associate the user with an account before using Oracle Installed Base.

I associated the user to the account using the following

and I have related the user to a customer account by using the Cstomer Sandard form. The Relationship=contact Relation=has contact and Relationship =employee Relation=employee
