Report Manager not shows budget values

Hi
Running Report Manager with PE and budgets columns where budgets must shows values for every account got zeros, other columns where budgets play are %CRM VS CPM and %CRA VS CPA
This happen after the upgrade from 11.5.10.2 to 12.1.3.0
In this instance we have uploaded new budgets to test the application but the issue remain
