Delete Tax information

Hi,
I wanted to inquire the following (for R12.1.3);

1. Can E-Business Tax rate be deleted (not Disabled but Deleted).
2. Can withholding tax rate be deleted.
3. Can COA information attached to any tax (EB-TAX or WHT) be changed? if yes, what are its consequences (considering that it had already been used on Invoices)
4. Can "other information/ tax rules" defined in E-business Tax be altered?
