SQL Developer "Reset Password"

(Please feel free to bounce me elsewhere if I'm asking in the wrong place ...)
Can anyone tell me how (or, indeed, if it's even possible) to get the "Reset Password" feature in SQL Developer 3 working? 

I'm running a freshly downloaded version 3.1.07 on 32-bit Windows (OK, it's still XP).
I have a separate 11.2.0.2 InstantClient installed alongside it, and SQL Developer does seem to be using it (confirmed by Process Monitor).

But I still can't get "Reset Password" to work.

All I ever get is is ORA-01017 ("invalid username/password; logon denied"). 

I've tried with and without the "Use OCI/Thick driver" option.
