Update CO8 field based on division in SR object

Hi Gurus,
I am using Service Request alongwith Custom Object 8 as a related info section. I have a division field on the service request object.
My requirement is if the CO8 record is created by a user from the particular division, then i need to update the email id of a particular person on a text field on the CO8. the only link on the CO8 object is the SR number
Not sure how this can be achived in the absence of joint field value or on record association triggers in workflows

Any suggestions
