After Patch 10197697:R12.FND.B on R1213 instance we are not able to login to applciaiton and getting

Hi,
fnd_global package and patch failed to recreate following .fmx during patching.

The following Oracle Forms objects did not generate successfully:

fnd     forms/US        FNDFFIIF.fmx
fnd     forms/US        FNDFFMCV.fmx
fnd     forms/US        FNDFFMHL.fmx
fnd     forms/US        FNDFFMVS.fmx
fnd     forms/US        FNDFFSRN.fmx
fnd     forms/US        FNDFFSRA.fmx
fnd     forms/US        FNDFFTST.fmx
fnd     forms/US        FNDFFMIS.fmx
fnd     forms/US        FNDFFMDC.fmx
fnd     forms/US        FNDFFMSV.fmx

getting following error message under oacore logfile.

java.sql.SQLException: ORA-04068: existing state of packages has been discarded
ORA-04065: not executed, altered or dropped stored procedure "APPS.FND_GLOBAL"
