How to setup Concurrent Request load balace on single database (Non -RAC)

We have shared application environment. All the services are enabled on both Node A and Node B. But we realized that there are more loads ( Concurrent managers) on  node A than node B. We will like to share the load equally and failover happens.

Your expertis will be highly appreciated.
