Is defining Job Group mandatory?

Hi,

We just want to use Project Costing & Billing and not Resource Management, is it still mandatory to define Job Group?

We are unable to define Project Type without entering a billing Job Group. While Project Implementation Guide says it is optional to define Job Group when implementating PJC & PJB.

Please share your inputs on this.
