Unused Block Compression

 Hi All,I have the following question if some one can give me a light to understand the definition of 

Unused Block Compression

If i have a table which take 20Go of space, and i delete all rows (Not truncate or drop, just delete rows. Is the blocks released are considering as 

Unused Block Compression by RMAn or not?
