Arabic Language Problem

 I have a database 11.2.0.1.0. Using select * from props$ indicates that the NLS_CHARACTERSET is WE8MSWIN1252. I changed the NLS_LANG in regedit to be AMERICAN_AMERICA. WE8MSWIN1252.. trying to display arabic language but arabic language displayed as ???????, any help please??
