Unable to check Inventory Asset value flag in Organization items

Hi,

I am unable to check Inventory Asset value flag in Organization items  .Iam getting following error message

APP-INV-05507 You can not update the field when

1)on hand exists

2)pending transactions exists

3)uncosted transactions exist

In master org also Inventory Asset value flag  is not enabled.

I removed on hand quantities and tried to check the  Asset value flag  in Organization items and system allowed .

Please advice whether I can do this or do I need to test any more testing.
