NLS patches during upgrade 11.5.10.2. to 12.1.1

Hi,
My concern is related to the NLS patches during the upgrade.

Document 1448102.1 mentions to apply some preinstall patches, US version. What about the NLS versions of those patches?
For example, if you have already another language as US as base language and 4 patches from the list of preisntall patches have NLS version, when should these NLS's be applied? (example patch 7303029 has NLS version).
After 12.1.1 upgrade or before 12.1.1 upgrade?

As far as I know NLS patches can not be applied in pre-install mode so they can not be merged with the other patches.
