can customer skip patch 9218789?

Hi,
Customer is upgrading to R12.1.1 from R11i and following note 761570.1.
while applying patch 9218789 we got some conflicts. Hence we have raised an RDBMS SR to get the patch merged.
Meanwhile please suggest if we can skip patch 9218789 before upgradation and if this patch can be re-applied during post upgrade activities.

Patch 9218789 is a O patch for bug Bug 9218789 - N-APPLY BUNDLE PATCH FOR RDBMS 11.2.0.1 WITH EBS RELEASE 12

Customer is stuck in the upgrade process and appreciate any suggestion
