Item API and Flex Fields

We're in the process of setting an interface between Agile and EBS v12 using the AIA/PIP.

As I understand the funcationality, Agile pushes data to a queue, then uses a built in API to CREATE or UPDATE and item. 

This is working mostly: Items are created, revisions assigned, org assignment is complete.  But the API is wiping out the flex fields (ATTRIBUTE1 for instance) for the item.  Note that I am not passing any flexfield data in the API, it is doing this on its own.

Has anyone seen something like this? Are there any setups for API to get Flex Fields be ignored?
