How to customize the journal workflow so that e-mail notification is also send to senior manager

In addition to the existing seeded journal approval workflow, customer would like to also add the functionality that after a journal got approved, a further e-mail is send to senior manager.As in general the workflow functions can get customized, is there a known solution or can some guidance be given?
