Patch :3653484 fails with the following errors.

Determining valid on-site files...

Setting JAVA_TOP to '/u70/oracle/devlcomn/java'
AutoPatch error:

Unable to determine valid on-site files [complete; make tapes] for Sales.

AutoPatch error:
The following file is missing:

/u70/oracle/devlappl/asn/11.5.0/admin/driver/asnfile.drv


AutoPatch error:
Error reading product file driver files [complete; make tapes]

AutoPatch error:
Error determining valid on-site files


You should check the file
/u70/oracle/devlappl/admin/DEVL/log/adpatch_3653484.log

for errors.
