Do we need to install Portuguese Langauge in order to use Portuguese Billing Certification Patch 126

Our business unit is required to install the patch 12698252 (in conjunction with other pre and co requisite patches) in our 11.5.10.2 instance.  We are up to date as far as extended support patches go.  Our question:  Do we have to install Portuguese language (it is not currently one our 8 languages in this instance) or can we use localizations or country specific regionalizations instead (which I believe we have already done).
