Install 12.1.3 US VISION
Then try to install 12.1.3 NLS PL

Installation of 12.1.3 US went fine. Installation of 12.1.3 NLS PL fails with lots of
"No template found with application short name XXX and  template code XXXXXXXXXXXXXXXXXX"

eg
No template found with application short name ARand template code ARGLRECR
No template found with application short name BOMand template code CSTACREP
No template found with application short name CSand template code CS_SR_DETAIL_TMP
No template found with application short name FNDand template code W3H_User_Roles
No template found with application short name GMFand template code GMFDSUR
No template found with application short name INVand template code INVLTGEN
