Failed to render element. Error: An error has occurred! : java.util.MissingResourceException: Can't find resource for bundle oracle.sysman.db.rsc.rprt.DBConfigCommonMsg, key en

Receive this error no matter which DB I choose. 

Google only produces two links - One to forum, both 10g.

One says open MOS ticket.

Sorry, AIX 6.1 64 Bit - running IBM standard Java 1.31 and/or 6 (64 Bit).

Is this something that is a bug and perhaps fixed with Bundle Patch 1 or other fix?

Or is this a configuration issue and I should open MOS SR.
