Custom RPG program IFS export works differently for XML & CSV

I’m working in an A9.2 Update 1 environment. I cloned a JDE G/L report program that did not have export capability to create a custom report with 12 columns and a report width of 198. Export logic was added following the rules in the appropriate Import/Export guide. The exported TXT document is fine. The exported XML combines the 6^th, 7^th, & 8^th column headings into one line so only 10 CHD entries are displayed, but the DTL detail has all 12 unique values. The exported CSV has both the 6^th, 7^th, & 8^th CHD column headings and DTL detail combined so only 10 columns are created overall. If change the Spooled File Export Parms to only export detail, the XML is fine but the CSV still combines the same three columns. Does anybody know why this would happen?
