Error during E-Business 12.1.1 Suite Installation RW-5004

 Greetings, I am getting the following pop-up error message when installing the Oracle E-Business Suite:  RW-5004: Error code received when running external process.  Check log file for details.  Running APPL_TOP Install Driver for "BLAH" instance.  It happens at 53% of the overall install, 92% into the application install phase.
Server Info:
Windows Server 2008 Standard (x86)
4Gb RAM
160Gb HDD - 96Gb free before installation

Cygwin 1.7.5 (C:\cygwin\bin)
Visual Studio 2008 (C:\VS2008\VC)

I've updated the RapidInstall to 12.1.1.13.

I'm installing the entire Suite, with a fresh database
