Not receiving job execution email notifications, EM 12c

In Enterprise Manager Cloud Control 12c (12.1.0.1.0), I do not receive emails for job execution results. I have created an Incident rule set that is supposed to email me when a job executes, whether it finishes successfully or otherwise. Here are the details (Note: I have followed Doc ID 1386816.1):
- I created a user, JOBMAN, who has been given privileges to create and execute jobs against various targets.
- As that user, I created a rule set which applies to Jobs.
- It is By Pattern where Name is %, Type is All Job Types and owner is JOBMAN.
